About the Program
The LESD Early Start Bright Beginnings Program is California’s early intervention program for infants and toddlers with disabilities, established under the federal Individuals with Disabilities Education Act (IDEA). Services are family-centered, coordinated, statewide, and provided at no cost to eligible families.
The program serves children from birth to 2 years, 11 months with deafness/hard-of-hearing, orthopedic impairments, and/or multiple disabilities. Individualized instruction supports cognitive, language, motor, social-emotional, and self-help development in the home and/or classroom.
Program Structure
- Birth–18 months: Services are provided in the child’s home.
- 18 months–3 years: Children may receive center-based instruction at the Kit-Carson Campus, along with monthly home visits.
- Service frequency is based on the child’s and family’s needs.
- Services are guided by an Individualized Family Service Plan (IFSP) developed collaboratively by parents and an interdisciplinary team.
Mission
The program builds on each child’s strengths while respecting family values, beliefs, choices, and goals. It emphasizes:
- Learning through play, exploration, and multisensory experiences.
- Parents as essential partners in development and education.
- Developmentally and age-appropriate instruction.
- Collaboration between families and teachers.
- Building children’s confidence, self-esteem, and independence through hands-on learning.
Services
Depending on the child’s IFSP and family priorities, services may include:
- Service coordination
- Individualized in-home instruction and family support
- Small-group and individualized classroom instruction for toddlers
- Collaboration with Regional Center Service Coordinators, when applicable
